Description
English: Starter for 10. Fairly central.

For your bonus,what does the monogram read/stand for? (H&CS?) I am not sure. Perhaps Home & Colonial Stores? The building appears several times elsewhere on Flick but without this detail being analysed or tagged (phew!)

@Mister Peter has provided more detail - former C. Hill & Sons bank, subsequently Lloyds. Now not even a bank. Architects Scott & Cawthorn of Brighton .
