An Afghan National Army soldier talks with elders during a shura, or meeting, in Deh Afghanan to discuss security and officially open the road from the city of Qalat to Arghandab, Zabul province, Nov. 21. Security was an issue on the road, but it is now secured by Afghan National Security Forces and is deemed safe for travel.
