Прямоугольное двухстороннее полотнище белого цвета с отношением ширины к длине 2:3. В середине полотнища вверху чёрный обернувшийся орёл с жёлтыми глазами, клювом и лапами, летящий вправо с распростёртыми крыльями, держащий лапами красный лук с жёлтой тетивой вниз. Под орлом — вилообразный крест голубого цвета с узкими верхними плечами шириной 1/6 ширины полотнища и вертикальным плечом шириной 1/5 длины полотнища, средняя линия диагональных плеч которого делит края полотнища в отношении 4:11
