«Флаг Министерства финансов Российской Федерации представляет собой прямоугольное полотнище белого цвета. В крыже расположено изображение Государственного флага Российской Федерации. В правой нижней части полотнища расположено цветное изображение геральдического знака-эмблемы Министерства финансов Российской Федерации.

Ширина полотнища флага составляет две трети его длины. Длина и ширина изображения Государственного флага Российской Федерации составляют соответственно одну вторую длины и ширины полотнища флага Министерства финансов Российской Федерации. Высота изображения геральдического знака — эмблемы Министерства финансов Российской Федерации составляет одну вторую ширины полотнища флага, ширина — одну треть его длины.

Изображение геральдического знака — эмблемы Министерства финансов Российской Федерации расположено на расстоянии одной двадцатой ширины полотнища флага от его нижнего и правого краёв».

Геральдический знак — эмблема Министерства финансов Российской Федерации представляет собой изображение золотого двуглавого орла с поднятыми вверх крыльями, увенчанного двумя малыми золотыми коронами и над ними одной большой золотой короной, соединёнными золотой лентой. На груди орла — зелёный щит с золотой монограммой, составленной из литер «М» и «Ф». В лапах орёл держит скипетр и державу.
