«Прямоугольное полотнище с отношением ширины флага к длине 2:3, воспроизводящее композицию герба в красном, синем, зелёном, белом и жёлтом цветах».

Описание герба: «В зелёном поле, с лазоревой главой обременённой двумя остроконечными червлёными горами с возникающим между гор золотым с пламенеющими лучами солнцем (без изображения лика) и отделённой от основного поля широкой серебряной с двух сторон елеподобно зазубренной каймой и с узкой лазоревой оконечностью — идущий по лазоревой оконечности золотой медведь».
