Description Deputy Assistant Secretary of State for Security Victor Dikeos (left) stands with graduates of the first Basic Special Agent Course. The development of formal training programs allowed the Office of Security to hire college graduates with little or no security or law enforcement training, and mold them to meet specific duty requirements. The class graduated November 22, 1974.
