This image is excerpted from a U.S. GAO report: www.gao.gov/products/GAO-11-401 Note: The figure depicts percentage point changes in unemployment rather than actual unemployment rates. We calculated the change in unemployment by subtracting each state’s unemployment rate at the time of an NBER trough from the unemployment rate at an NBER peak. The 1973 recession is excluded because the BLS data series used begins with 1976. |
