dison, Secretary. The Negroes in this state were well represented atthis celebration and exhibition at Chicago. The exhibitprepared by the commission was given very satisfactoryfloor space in the Coliseum and was favorably com-mented on by all observers. It was conceded by thejudges that Wisconsin had one of the best exhibits at theColiseum. To many it was a rather striking exhibit ofthe industry, inventive genius, and progress of the Wis-consin negroes. To finance this exhibit and the Wisconsin represen-tation of one hundred negro children who were sent toChicago, the Wisconsin Legislature appropriated $2,-500. The expenses of the commission for the prepara-tion of the exhibit was $1,249.90. The balance, the sumof $1,250.10, was returned to the State Treasurer. After the money had been returned to the Treas-ury, a general demand was expressed for a printed copyof the official report of the work of the Wisconsin com-mission and the exhibit for circulation among the Wis-consin negroes.

Philipp, Governor ofWisconsin: Pursuant to Chapter 195, laws of 1915, your com-mission appointed to represent the State of Wisconsin inthe Celebration of the Half-Century Anniversary of theEmancipation Proclamation at Chicago, have the honorto submit the following report: The Wisconsin Legislature, at its regular session forthe year 1915, created by Chapter 195, laws of 1915, acommission of three members, to be appointed by theGovernor, to co-operate with the committee of eleven,previously appointed, in the celebration of the Semi-cen-tennial Anniversary of the Act of Emancipation at Chi-cago. The duty of said commission was to direct,supervise, encourage and promote an appropriate ex-hibit to represent this state at the said celebration.The commission was directed to file with the Governora full detailed report showing the character of the ex-hibit made and the moneys expended.
