They donot. In the richest and oldest irrigated farming community of Coloradoonly one canal in five has ever paid its expenses, only one in eighthas yielded any profit, and two out of five of the largest canals haveresulted in ai)sohite loss. This is not an encouraging showing.Some of the various causes the writer will now point out. In one case a number of farmers who had been dried out severalyears in succession organized an irrigating company for the purposeof voting bonds to build a canal. If any canal should have paid, thisshould. There was plenty of water, easily obtainable ; the canal wasvery short, with a small cross-section in a light soil ; and the farmingland to be irrigated, though it looked as level as a tloor, had sufficientfall to allow thorough flooding. Alas 1 the project was a terriblefailure. The bonds were voted, and finally sold to representatives ofeastern capital for nearly face-value, with interest at the rate of eight 440 UNPROFITABLE ENGINEERING PROJECTS. 441

A grading machine was bought, and every-thing made ready for the work, when it suddenly occurred to one ofthe projectors that a survey would be next in order. The manager(as is unfortunately the case in nearly all these cooperative projects)was a genuine freak, and decided that, as he could not get a civilengineer for less than five dollars a day, he would do the surveyinghimself. So he equipped himself with a level on a tripod furnishedwith peep-sights. Teams and scrapers were put to work behind this
