Almost certainly by Frank H. Nowell, the official photographer of the exposition, because it predates the exposition and has the Exposition's stamp at lower left. See, for example, the rather similar File:FMIB 44461 Looking Across Geyser Fountain Basin Past End of Manufacturers' Building.jpeg with both the exposition's stamp and Nowell's stamp.
