Ronald Reagan's "Evil Empire Speech" In one of Ronald Reagan’s best-known speeches, before the National Association of Evangelicals on March 8, 1983, he first declared the Soviet Union to be “an Evil Empire.” The phrase became widely used in both politics and popular culture. These three pages of a draft of the speech include several annotations made by the President.
