Dermed hadedock icke de båda republikerna ingått i Barriös federation,ty när frågan underkastades lagförsamlingarnes omröstningförföll förslaget. Detta var år 1884. I Februari påföljande årlät Barrios genom ett manifest folken i de olika staterna för-stå att unionen vore af Guatemala beslutad. Honduras rati-ficerade genast akten, men de andra, Salvador inbegripen,vägrade att erkänna sig såsom medlemmar
