A neat row of NXP HC373 tri-state Octal latches between the selection buttons and the keyboard buttons. Presumably, these are used to store/latch the button state when a button is pressed, and are then scanned by the microprocessor. The encoders are also buttons, so I'm not sure if the lines going up to the encoders are for the encoder values, the button clicks, or both.
