The General Electric Company and the American Loco-motive Company have recently completed a 40-ton switchinglocomotive for the Portland Railway Light & Power Companyof Portland, Ore., which is illustrated in the accompanyingengravings. The engine is 31 feet long over couplers, therigid wheel base is 6 feet 6 inches, the width 9 feet 6 inches. troubles under excessive- conditions of overload. The maxi-mum torque demanded of a locomotive under starting condi-tions, particularly on a grade, is often four or five times thatrequired under ordinary running conditions, and in switchingservice an electric locomotive is often operated with poweron the motors a very small proportion of the time. The timelost in coasting, making switches without power, waiting fortrains and other delays amounts to over 75 per cent of thetime that a locomotive is engaged in service that could fairly
