teamrailway men in general have come to realize that theinterurban railway, while a competitor in a small way,has created a new class of freight and express businesswhich the steam road is unable to handle profitably.West of the Mississippi River many steam road traffic a number of the smaller steam roads, as apparently theydo not feel that there is much to be gained by adheringto this policy. They are only awaiting some legitimateexcuse to recognize traction lines as common carriersentitled to through rates, divisions and interchange ofequipment. In Ohio reciprocal relations may be brought aboutby the passage of a law forcing interchange of freightbetween all common carriers, but in Indiana and otherstates where such a law exists its enforcement devolvesupon the shippers. In a number of instances interurban railways in thepursuit of interchange contracts with steam roads havebeen too aggressive, believing that the issue should beforced and brought to a head in a short period of time,

In a number of instances electric railroads arenot only making deliveries and originating freight forforeign lines in their own territory but also participatein the freight revenue from through carload businesswhere they are in a position to offer a short haul todestination. In Illinois this change of attitude is alsoapparent. Some of the larger electric roads are nowmembers of the American Railway Association as wellas of the state freight committee, and they are parties toall freight tariffs and participate in joint rates with allsteam roads.
