COMPETING LINES In New York the subway must compete for public favorwith an extensive system of surface and elevated lines. InParis there are no elevated lines and the surface lines areundeveloped. Most of the surface franchises in Paris expire in 1910and the reorganization and development of the system havebeen long delayed through failure to reach an agreementas to the extension of the franchises.
