Depends which way you look at it. Parkhurst Road Tottenham on 27 February 2008 ___________________________
♦ On the left is a pile of green rubbish bags awaiting collection near the corner of Parkhurst Road and Thackeray Avenue. Properly and legitimately placed there by a street cleaner working for Haringey Enterprise the Council's (then) commercial waste contractor. This is known as professional Waste Management. But further along the pavement you can see a second pile of bags. ♦ The photo on the right shows the same two piles, but the other way round. The black rubbish bags, leaking across the pavement, are in Parkhust Road near the corner with Dowsett Road. These bags are unofficially and illegally left by residents. This is called 'dumping' and ' fly-tipping'. I've suggested for some time that contractor's bags left for collection on the streets broadcast a rather obvious "message".
