- John Stuart Mill gesagt hat, außer dem Utilitarismus gebe es überhaupt kein Moralprinzip, so ist dies für die englische Philosophie, freilich auch nur für sie, nahezu richtig. Gleichwohl ist dieser englische Utilitarismus keineswegs überall und zu jeder Zeit der gleiche. Vielmehr hat er unverkennbar eine Entwicklung durchlaufen, die, abgesehen von nebenhergehenden Einflüssen, hauptsächlich von dem Grade bestimmt wird, in der sich die beiden Komponenten der Utilitätsmoral, die Reflexionspsychologie und der Individualismus, an ihr beteiligen. England vor der großen puritanischen Revolution steht im wesentlichen noch außerhalb dieser Entwicklung. Bei einem Manne wie Bacon sind vornehmlich politische Erwägungen, bei andern seiner Zeitgenossen religiöse maßgebend. So ist diese ältere Moral zwar durchweg Wohlfahrtsmoral, aber eine deutliche Scheidung egoistischer und altruistischer Motive ist entweder überhaupt noch nicht vorhanden, oder, wo beide einander gegenübergestellt werden, da wird dem Gesamtwohl unbedingt der Vorzug vor dem Einzelwohl eingeräumt. Die vorpuritanische Moral Englands ist demnach altruistischer Utilitarismus. Dabei waltet freilich in ihr fast noch ganz eine unmittelbare Intuition, die sich über die Gründe dieses Vorzugs keine Rechenschaft gibt. Mit Thomas Hobbes tritt dann erst an die Stelle dieses naiven Altruismus ein egoistischer Utilitarismus. Zwar fordert auch er noch unbedingten Gehorsam des einzelnen gegenüber dem Staatswillen, aber der Staat selbst gilt ihm als die Summe der einzelnen, und das Gesamtwohl besteht demnach nur in dem Wohl aller oder mindestens der Mehrzahl der einzelnen. Diesen Standpunkt hält im ganzen auch Locke fest, und er geht von ihm aus auf die meisten modernen englischen Ethiker über. Doch bewegt sich dabei die Wohlfahrtsmoral selbst wiederum in verschiedenen Schattierungen, je nachdem in ihr der Individualismus eine mehr oder
