The name "Denny Hotel" is anachronistic (by the time this was taken, it was certainly the "Washington Hotel") and the date has to be a lot later than the "1901" stated by University of Washington Libraries:

So 1906 is pretty safe for the very early stages of construction of a building announced January 7, 1906 and opened March 1, 1907.
