The name "Denny Hotel" is anachronistic (by the time this was taken, it was certainly the "Washington Hotel") and the date has to be a lot later than the "1901" stated by University of Washington Libraries:

• Standard Furniture (today's Broadacres Building) was completed in 1907; a billboard would not have been there 6 years earlier.
• File:Looking northwest from 5th Ave and Pike St toward the Washington hotel, Seattle, Washington, 1904 (LEE 106).jpg shows much less regrading having happened, and is dated 1904.
• File:Regrading of Denny Hill, , Seattle, March 16, 1906 (CURTIS 243).jpeg looks, if anything, slightly earlier than the photo here and is dated March 16, 1906.
• The hotel referred to here as the "Washington Annex Hotel" at the southeast corner of Second and Stewart was announced January 7, 1906 as the Moore-Whitcomb Building, opened for business March 1, 1907 as the Hotel Washington Annex. From 1922 it was the Hotel Gowman and finally (from 1951 until it was demolished in 1969) Stewart Hotel.

So 1906 is pretty safe for the very early stages of construction of a building announced January 7, 1906 and opened March 1, 1907.
