Description
English: After signing the joint declaration on establishing diplomatic relations between Japan and North Vietnam on September 21, 1973, both countries officially opened embassies in Tokyo and Hanoi, respectively, in 1975. The signing of the Paris Peace Accords on ending the war (Second Indochina War) and restoring peace in Vietnam in January 1973 opened a new phase in North Vietnam–Japan relations. On 29 April 1976, the Standing Committee of the National Assembly of the Democratic Republic of Vietnam (North Vietnam) enacted Decision No. 120/NQ/QH/K5, which approved the diplomat Nguyễn Giáp as the first (1st) Ambassador Extraordinaire and Plenipotentiary to Japan. The physical record of this decision was originally maintained in the collection of the Standing Committee of the National Assembly. Afterwards it was transferred to National Archives Center No. 3 under the State Records and Archives Department of Vietnam for long-term preservation.

Public domain According to the Vietnamese Law on Intellectual Property (Law No. 50/2005/QH11; See translation), Article 15, Clause 2, "Legal documents, administrative documents and other documents in the judicial domain and official translations of these documents" are not subject to copyright protection.

According to the decree No. 22/2018/ND-CP of February 23, 2013, documents specified in Clause 2, Article 15 of the Intellectual Property Law includes "documents issued by state agencies, political organizations, socio-political organizations, sociopolitical-professional organizations, social organizations, socio-professional organizations and people’s armed forces units.".

Hence it is assumed that this legal document, administrative document or other judicial document is not covered by copyright protection
