Description
This print was published a week after the new constitution was instituted by Louis-Napoléon. As the regime was changing and as the Republic was being replaced by what was to become the Second Empire, Napoleon III had the National Guards disarmed. The National Guard was created during the Revolution. It was a middle class militia that had been organized in each city. Its members were elected. It survived through the Restorations and the July Monarchy, but Napoleon III confined it to a very restricted role as soon as he was in power.
