The states were somewhat slow in acceptingthe provisions of this act, and the ten-yearlimit within which they might receive the landwas extended by act of March 3, 1901. OnFebruary 18, 1909, the provisions were ex-tended to the territories, now states, of NewMexico and Arizona. In some of the states,notably Idaho and Wyoming, there has beenrapid development under the terms of this act,promoted by state laws governing the use andcontrol of the water. Where the acceptance ofthe act was dilatory or the state laws inade-quate, the results have not been beneficial, andlarge amounts of money have been lost inspeculative schemes. 242 IRRIGATION AND IRRIGATED LANDS of development. In many localities interstateor international problems were involved, orfirst cost made the work prohibitory. Hence,on June 17, 1902, Congress passed, what isknown as the Reclamation or Newlands Act,which appropriates to be expended directly bythe government, in the reclaiming of arid lands,the money obtained from the disposal of publiclands in the western states. From 1902 to1913, this fund amounted to upwards of $80,-000,000; and it has been expended by the Secre-tary of the Interior in the construction oflarge reservoirs, canals, and other works forirrigation of arid lands. This water, providedby storage of floods, is disposed of to the own-ers of small tracts, the area being limited tothe amount necessary for the support of afamily, and in no case to exceed 160 acres.The lands themselves thus reclaimed are notsold but are given away to homestead entry-men on condition of three years residence.
