Original caption:

"A U.S. Coast Guard crew member from the cutter Henry Blake, homeported in Everett, Wash., assists the crew of the Canadian Coast Guard buoy tender Provo Wallis, homeported in Victoria, British Columbia, with the placing of a buoy in the water, Aug. 25, as part of the North Pacific Coast Guard Forum Exercise. The purpose of the forum is to foster relationships between the participating nations of Canada, China, Japan, South Korea, Russia and the United States."
