Text Appearing Before Image:
government of all the people; its cost ispaid by all the people; and its battles havebeen fought by all the people. If we aregoing to have democracy in this country weshall have to make up our minds that wecan have it only on the condition that allcitizens be subjected to the same politicaltreatment. A democracy for white menalone is no democracy. The Fall River (Mass.) Herald says: If anywhere the principles of the Con-stitution are to be religiously observed, onewould expect such observance first in thecapital of the nation. And yet, judged bythe tone of recent dispatches from Wash-ington, there is a disposition in somedepartments theie to discriminate againstcertain civilian employees because they hap-pen to be Negroes. There ought to be someother measure than the color of a mansskin to indicate the permanancy of onesposition or ones advancement in the publicservice. Many papers are content to dismiss thematter with the remark (hat this is all onecan expect of the Democratic party.
