Notes InfoField | Original Caption: The Council of National Defense. Through its subordinate bodies it has mobilized American industry and science for war. It created the War Industries Board and other vital agencies, and is 1 of the few organizations which went through the war with practically no change in personnel. This picture was made at the 143rd meeting of the council, Nov. 29, 1918. Left to Right: Grosvenor B. Clarkson, Secretary of the council, and Secretaries David F. Houston, Josephus Daniels, Newton D.
