State has submitted tome a resolution of the House of Rep-resentatives of the 5th instant, which has beendelivered to him, and which is in the followingwords: Resolved, That the Secretary of State be requestedto communicate to this House, if not, in his judgment,incompatible with the public interest, why our minis-ter in New Granada has not presented his credentialsto the actual government of that country; also thereasons for which Senor Murillo is not recognized bythe United States as the diplomatic representative ofthe Mosquera government of that country; also, whatnegotiations have been had, if any, with General Her-ran as the representative of Ospinas government inNew Granada since it went into existence. On the twelfth day of December, 1846, atreaty of amity, peace, and concord was conclud-ed between the United States of America andthe republic of New Granada, which is still inforce. On the thirtieth day of August,1849, Senor Don Rafael Rivas was received bythis government as charge daffaires of the samerepublic. On the fifth day of December, 1851,a consular convention was concluded betweenthat republic and the United States, which treatywas signed on behalf of the republic of Granadaby the same Senor Rivas. This treaty is still inforce. On the 27th of April, 1852, Senor DonVictoriano de Diego Paredes was received ascharge daffaires of the republic of New Gra-nada. On the 20th of June, 1855, General Pe-dro Alcantara Herran was again received as en-voy extraordinary and minister plenipotentiaryduly accredited by the republic of New Grana-da, and he has ever since remained under thesame credentials as the representative of thatrepublic near the government of the UnitedStates.
