WHEREAS, in pursuance of the act ofCongress approved July 13, 1861, Idid, by proclamation dated August16, 1861, declare that the inhabitants of theStates of Georgia, South Carolina, Virginia,North Carolina, Tennessee, Alabama, Louis-iana, Texas, Arkansas, Mississippi, and Florida(except the inhabitants of that part of Virginialying west of the Alleghany Mountains, and ofsuch other parts of that State and the otherStates hereinbefore named as might maintain alegal adhesion to the Union and the Constitution,or might be from time to time occupied and con-trolled by forces of the United States engagedin the dispersion of said insurgents) were in astate of insurrection against the United States,and that all commercial intercourse between thesame, and the inhabitants thereof, with the ex-ceptions aforesaid, and the citizens of other Gateway to Gettysburg CemeteryFrom an Original Photograph taken in 1865.
