My dear Major: Arrived here safely — find quitea number of delegates already in, but have not yettalked much with them. One of the first men I met was B. C. Cook, whostands at the head of our Illinois delegation, andhad quite a long and confidential talk with him. Hetold me he had thought of going to Washington to-morrow, but seeing me he concluded he could suf-ficiently post himself. He premised by telling me that the milk-and-waterLincoln resolution, which was first reported to theIllinois State Convention, was cooked up by a fewplotters, to the utter surprise and astonishment ofnine-tenths of the Convention, and by only a part ofthe Committee, and was with the others reported tothe Convention when there was but a small attend-ance, it being late at night, but that the Conventionvery handsomely repudiated them, and referred themto a new Committee, which introduce
