uly, A. LINCOLN. Letter to I. N. Morris Executive Mansion, August 26, 1863. Dear Sir: Your note asking what you wereto understand, was received yesterday. Mon-day morning I sent the papers to the Secretaryof the Interior, with an indorsement that my im-pression of the law was not changed, and that Idesired him to take up the case and do his dutyaccording to his view of the law. Yesterday Isaid the same thing to him verbally. Now, my understanding is that the law has notassigned me, specifically, any duty in the case,but has assigned it to the Secretary of the In-terior. It may be my general duty to direct himto act—which I have performed. When heshall have acted, if his action is not satisfactory,there may or may not be an appeal to me. MY DEAR SIR: Your letter invitingme to attend a mass-meeting of un-conditional Union men, to be held atthe capital of Illinois on the 3d day of Septem-ber has been received. It would be very agree-able to me to thus meet my old friends at myown home, but I cannot just now be absent fromhere so long as a visit there would require. The meeting is to be of all those who main-tain unconditional devotion to the Union; andI am sure my old political friends will thankme for tendering, as I do, the nations gratitudeto those and other noble men whom no partizanmalice or partizan hope can make false to thenations life. There are those who are dissatisfied with me. 1 On June 17, 1863, a meeting had been held in Springfieldwith the idea of forming a Northwestern Confederacy.
