Title
Columbus Urban Homestead Lottery
Description
A view of people inside Columbus City Hall in preparation for a Columbus Urban Homesteading Program lottery. The lottery program was begun in 1975 by the Department of Development for a way to rehabilitate inner city neighborhoods. Lottery winners were sold a house for $1. In return, they agreed to rehabilitate the homes and live in them for at least four years before gaining a clear property title. The houses were purchased by the city from the United States Department of Housing and Urban. See also: "16 plan futures after winning $1 homesteads" in the Columbus Dispatch, October 27, 1982. page B-7.
