Description
A view of a grinning woman walking up the aisle in a crowded Columbus City Hall during one of the Columbus Urban Homesteading Program lotteries. The lottery program was begun in 1975 by the Department of Development for a way to rehabilitate inner city neighborhoods. Lottery winners were sold a house for $1. In return, they agreed to rehabilitate the homes and live in them for at least four years before gaining a clear property title. The houses were purchased by the city from the United States Department of Housing and Urban Development.
