Description
A view of a roomful of people presumably being told information from staff member of the City of Columbus's Department of Development regarding the Columbus Urban Homestead Lottery. The lottery program was begun in 1975 by the Department of Development for a way to rehabilitate inner city neighborhoods. Lottery winners were sold a house for $1. In return, they agreed to rehabilitate the homes and live in them for at least four years before gaining a clear property title. The houses were purchased by the city from the United States Department of Housing and Urban Development.
