Andrew Sugimoto, chief of the 9th Coast Guard District Incident Management Branch, discuss the demonstration of the Vessel of Opportunity Oil Skimming System with Petty Officer 1st Class David Edelson and Petty Officer 2nd Class Andrew Johnson, both from the Coast Guard Atlantic Area National Strike Force, aboard the Environmental Protection Agency's research vessel Lady Guardian in Cleveland Harbor on Lake Erie, Sept. 12, 2012.
