Historical Sketch Previous to the year 1841, the Stateof South Carolina had two depositoriesfor its arms and munitions of war—oneknown as the Citadel, in the City ofCharleston; the other known as theArsenal, in the City of Columbia. Thesewere guarded by companies of enlistedmen, and trained officers, and were main-tained at an expense of twenty-four thou-sand dollars per annum. It was Governor Richardson who madethe suggestion that the garrisons be re-placed by young men, who, while servingas guards, should receive military training,and instruction in the practical andmechanic arts. Under the administrationof his successor. Governor Hammond, anAct of the Legislature was passed, onDecember 20, 1842, creating Citadel andArsenal Academies. The Board appointed by the Governorto carry out the purpose of the Act lostno time in performing their duty, andthe faculty of the Citadel was elected onFebruary 23 following.
