I have known of several instances whereindigent persons suffering with tertiary syphilis were refused ad-mission to the various charitable institutions of Chicago until thepolice authorities insisted upon their removal from the publicstreets on account of the loathsome appearance they presented.The argument I once heard advanced by a person in authority,that syphilis should be regarded as a crime more than a misfor-tune, would apply with equal force to masturbative insanity,alcoholism, and various other affections that are treated in insaneasylums and hospitals.
