Governor Deval Patrick today visited the Chelsea Street Bridge project to highlight the jobs created by the MassWorks initiative to invest billions of dollars improving transportation infrastructure and note the latest numbers showing the Massachusetts economy added 19,000 jobs in April. This construction season MassDOT road and bridge projects will support more than 10,000 jobs on 385 separate projects across the Commonwealth. MassDOT’s investment in roads and bridges totals more than $1.085 billion for FY2010, more than double FY2007 spending of $515 million. These investments are the result of combined impact of the Accelerated Bridge Program, American Recovery and Reinvestment Act, and Statewide Road and Bridge Program. The $116 million Chelsea Street Bridge project involves the replacement of a truss-type structure that spans 450 feet and will provide 175 feet of vertical clearance when raised. The new bridge and approach roadway match the footprint of the existing bridge and will provide for four lanes of traffic two pedestrian sidewalks. The existing bridge is scheduled to be closed from July through December in 2011, with completion scheduled for spring 2012. |

Definition of "public record"
Public records are defined in A Guide to the Massachusetts Public Records Law, Published by William Francis Galvin, Secretary of the Commonwealth Division of Public Records, (Updated January 2017) at https://www.mass.gov/files/2017-06/Public%20Records%20Law.pdf on page 40, under M. Limitations of template usage
This is consistent with the statement at http://www.sec.state.ma.us/ARC/arcres/residx.htm:
Note: Works that are considered "public records" but were not created by a state or municipal government agency may be copyrighted by their author; the Supremacy Clause of the United States Constitution prevents state law from overriding the author's right to copyright protection that is granted by federal law. For example, a state agency may post images online of the final appearance of a building under construction; while the images may be "public records", their creator (eg. architecture/construction firm) retains copyright rights to the image unless the contract with the agency says otherwise. See: Government-in-the-Sunshine Manual: To what extent does federal law preempt state law regarding public inspection of records?. |
