My dear Govr, [pencil: Washburn]
I am against capital punishment, but if any man ever deserved a halter it is Baez, who proposes to visit Boston.
I know his history intimately. He is a usurper, whose hands have been red with innocent blood, & who [p. 2] had the terrible audacity of conceiving the idea of keeping an American citizen in a dungeon to prevent his return to New York where it was feared he would write against the Treaty, & this crime he actually perpetuated.
If he comes to Boston he ought to be driven out by an indignant public sentiment,
