Requirements For Admission (Extract from the School Law of New Jersey) State Normal Schools shall be maintained for the purposeof training and educating persons in the science of educationand art of teaching. Tuition in said schools shall be free. Each county shall be entitled to at least six times as manypupils in such schools as it shall have representatives in theLegislature. In case any county shall not have the full num-ber of pupils to which it shall be entitled, pupils may be ad-mitted from other counties. Pupils when admitted shall signa declaration that they intend to teach in the public schoolsof this State for at least two years immediately after beinggraduated, unless excused temporarily by the State Board ofEducation, and that if they do not so teach, they will refundto the State the cost of their education. In accordance with the above statute, the State Board ofEducation, on December 4, 1915, passed the following resolu-tions:

State Normal School at Montclair 13 Resolved, That after January 1, 1916, admissions to theNormal Schools from each county shall be in proportion tothe number of representatives in the Legislature, and that ifany county does not avail itself of the quota to which it isthus entitled, then the number of admissions to which suchcounty is entitled but does not use shall be divided among theother counties in proportion to representation in the Legisla-ture; and, that the counties now having an excess apportion-ment in the State Normal Schools shall not be allowed a furtherapportionment of students until that excess is reduced to itsnormal apportionment, unless there are no applications fromother counties. Resolved, that in case a county has more applicants thanthe Normal Schools can receive, a number shall be allotted toeach approved High School in that county in proportion toits relative enrollment; and be it further Resolved, that in case the applicants from a High Schoolare in excess of
