: That saidUniversity shall be governed and directed by a board of trustees,to be composed of twelve members, who shall be appointed bythe Governor, by, and with the advice and consent of the Sen-ate; provided, that at least four of the said board of twelve shallbe appointed from the colored race; vacancies shall be filled ina similar manner. The members of the board shall be appointedto serve during four years, but any member failing to attendtwo successive regular meetings of the board shall, except incase of sickness or other good cause, be considered no longer amember of said board, and the Governor, on receiving officialnotice of such absence, from the President of the board, whoseduty it shall be to report same, shall immediately fill the vacancyin the manner prescribed.
