O castelo terá sido construído provavelmente sobre uma construção militar Romana que vigiava a estrada Mérida - Conímbriga - Braga. A entrada principal no castelo era uma grande porta situada na torre do lado ocidental. No entanto, com o poder do tempo abriu-se um rasgo no lado sul da muralha, e é esse o acesso que é utilizado hoje em dia. Igreja do Castelo, caiada de brancoSeteiras incorporadas nos merlões pontiagudosAs muralhas do castelo de Penela estão guarnecidas com bons exemplos de ameias, merlões e seteiras. O castelo possui intra-muros uma igreja e uma cisterna. Do lado oeste e sul pode ver-se a vila de Penela, mas a paisagem mais bonita é a que se avista do lado norte e nascente, com a Serra do Sicó e grande várzeas agrícolas a perder de vista, que nos indicam a direcção da Lousã. Um rochedo na muralha e os campos agrícolas que se estendem para norteNa construção dos castelos utilizava-se a pedra dos locais mais próximos, e, se tal se verificasse, a já existente no sítio do castelo. Este rochedo incorporado na muralha norte tem duas vezes a altura de um homem. À entrada do castelo está o Posto de Turismo, que tem uma maquete do castelo feita em cortiça.
