Col. Carroll H. Potter. Philadelphia, Pennsylvania; December 10, 1918. Col. Carroll H. Potter, a veteran of the civil and Spanish wars and a widely known retired officer of the, regular army, died yesterday at a hospital here of apoplexy, after an illness of three weeks, Col. Potter had resided in this city since his retirement last year. He was born in Rhode Island in 1838 and was appointed to the United States Military Academy from Massachusetts.
