Hecho: Al ver truncadas sus aspiraciones para poder ser Presidente de la República, el general Bernardo Reyes lanzó un plan político fechado el 16 de noviembre de 1911, que desconoció al recién electo Presidente Madero, cuya novedad era incluir la creación de una zona libre en la frontera del país, y cuyo documento casi repetía textualmente al Plan de San Luis.

El caricaturista nos muestra a un enamorado (Bernardo reyes) suspirar y mandar versos a su doncella (Presidencia) quien es escoltada por dos enamorados (Francisco I Madero y Emiliano Zapata) que la protegen.
