it was finally settled. Its history appearsto be that of a series of blunders on the part of Englandfrom the beginning to the end. The first blunder occurredin 1796 when the commissioners appointed to inquire into thequestion, declared that the Schoodic was the River St Croixmentioned in the treaty. Instead, however, of following themain, or western, branch of the Schoodic to its source in theSchoodic Lakes, they went beyond their instructions and chosea northern tributary of the river, the Chiputnaticook, as theboundary, and actually placed a monument at its head as abasis for any future proceeding on the part of the two govern-ments. The British government appear to have been veryanxious at this time to settle the question, for they did nottake exception to the arrangement made by the commis-sioners, but in 1798 declared the decision binding on bothcountries. Still this mistake might have been rectified had the British ^ Halls Treatise on International Law (3rd ed.), pp. 311—313.
