The text of the report states:

1.4.3.3.1 As stated above, six anomalies were selected for excavation at depths greater than feet bgs utilizing a backhoe. Five of the six deep anomalies contained OE-related items. Four Dove Missiles were encountered in grids C-27 (anomaly 32) C-30 (anomaly 35) C-31 (anomaly 12) and F-56 (anomaly 9). Inspection of the Dove Missiles (Figure 1-10) indicated that they did not contain explosives. A 250-pound bomb was encountered in grid F-55 (anomaly 1). Initially upon discovery of the 250-pound bomb it could not be determined if the bomb contained explosives or was empty. Since the contents of the bomb could not be verified, the item was left in the excavation and the excavation was then backfilled with previously removed soil. On 23 April 1998, the 250-pound bomb was re-excavated and was explosively opened (with a perforator) in-place by the 102nd Fighter Wing of Otis ANGB EOD personnel in accordance with procedures outlined in the approved Final EE/CA Work Plan. The explosive shot produced hole in the bomb case which verified that the bomb was empty.
