O Congresso é bicameral, logo composto por duas Casas: o Senado Federal (integrado por 81 senadores, que representam as 27 unidades federativas (os 26 estados e o Distrito Federal) e a Câmara dos Deputados (integrada por 513 deputados federais, que representam o povo). O sistema bicameral foi adotado em razão da forma de Estado instalada no País (federação), buscando equilibrar o peso político das unidades federativas.
