Nederlands: Negatief. Een voorbeeld van negatieve gezondheidszorg was de opiumpolitiek van het Nederlandsch-Indisch Gouvernement. Opium was al in de tijd van de VOC een handelsmonopolie van de Compagnie geweest. In de 19e eeuw was de invoer een monopolie van het Gouvernement en werd het recht om opium in het klein te verkopen aan particulieren verpacht, vaak kapitaalkrachtige Chinese ondernemers. Ook een hoog percentage van de consumenten was Chinees. Vanaf 1894 werd er geëxperimenteerd met de zogenoemde opiumregie. Daarbij nam de overheid het hele proces, van invoer van de ruwe grondstof tot detailverkoop van het eindproduct, in eigen hand. In 1904 werd dit stelsel op heel Java ingevoerd en later ook elders in de Archipel. (P. Boomgaard, 2001).
