Summary

[edit]
Description
English: in response to then-current reports that China was preparing to participate in the Russo-Japanese War, E.A. Bushnell portrayed the Chinese army as feeble and unprepared. In the foreground is a cage on wheels labeled "COMMISSARY DEPT.", which is full of rats (implying that Chinese people eat rats).
