In the ceremony, Gen. Vincent Brooks relieved Lt. Gen. Francis Wiercinski, marking the first time since 1974 USARPAC has been a Four-Star command, which plays a vital role in homeland defense for Hawaii, Alaska, Guam, Japan and our allies.
