Description
English: The takeover of power from the Prussians took place gradually, and many officials who came to the city after 1795 decided to stay in place and join the structures of the new government. Already in 1810, most likely for inventory purposes or as part of the documentation devoted to tax or ownership issues, a detailed city plan was prepared at the request of the Białystok District Government. The author of the work was the then surveyor of the Białystok district, and the plan was approved by Matrusz Braun, a district architect and surveyor with the rank of court counselor, who had previously worked in the structures of the Camera of War and Domains. The plan presents the city with great precision, noting individual plots, houses divided according to their construction material, farm buildings, buildings belonging to the administrative authorities, etc. This plan also gives insight into the scope of urban and architectural works carried out in the years 1802-1807 by the Prusaks, including the transformation of Bojarska and Nowe Miasto streets (today Warszawska streets) into a representative district of brick official houses and seats of state offices, as well as Przedmieście Choroskie. From its main street, today's Lipowa Street. The building regulation lines are marked in red on the plan, including: along today's Warszawska and Lipowa streets, where most construction investments were carried out before 1807, a new street running towards a small deer park (zwierzynca jeleni), planned already in Prussian times, was also indicated. Importantly, the plan also records, for the first time, the full numbering of properties in the city, of which there were 546 at that time (not including the palace buildings that were the property of the tsar) and provides a full list of their owners. In some places, the plan also includes additional indications of the functions of the buildings, e.g. one of the buildings of the former farm next to the palace was transformed into the Institute of Midwifery, founded by Dr. Jacob de Michelis.
