| Description | Built in 1967, this modern complex consists of Bethlehem City Hall, the Bethlehem Area Public Library, the Bethlehem Police Department, and the Bethlehem Town Hall, which surround Payrow Plaza, a paved open courtyard atop a podium that houses service areas and a parking garage. The complex was designed by the architecture firm of Lovelace & Spillman. The buildings all feature textured concrete panels and bold geometric forms, with most of the buildings also featuring cantilevered roofs and glass curtain walls, with the City Hall and Public Safety buildings featuring smaller punched window openings. The buildings are a well-preserved example of a modernist civic center complex, which has seen remarkably few exterior changes to the building since their construction. However, due to their age when the historic district was created, the buildings are noncontributing structures in the Central Bethlehem Historic District, listed on the National Register of Historic Places in 1972. |
